Solapur ZP recruitment scam | Additional CEO Parameshwar Raut to be Investigated!
Report Submitted to Rural Development Department; Inquiry Committee to be Formed at ZP Level
Solapur, Correspondent – In connection with the employee recruitment scam that took place in June 2021 at the District Council, the government will conduct an inquiry into then Additional Chief Executive Officer Parameshwar Raut. An inquiry committee will also be set up at the District Council level.
Following complaints about recruitment under the Gram Panchayat quota, then Chief Executive Officer Manisha Awale reviewed recruitments from 2019 onwards. It was found that 85 employees were recruited in excess during the June 2021 recruitment drive. A report was submitted accordingly. Later, an action committee approached the Bombay High Court, which directed the District Council's Chief Executive Officer to decide on the matter within eight weeks. Acting on this, CEO Kuldeep Jangam informed the organization in writing on 24 August, confirming that 85 extra posts had been filled under the Gram Panchayat quota during the June 2021 recruitment. He also mentioned that a departmental inquiry has been proposed against four individuals in connection with this case.
Inquiry Committee to be Appointed
In connection with irregularities caused by filling excess posts under the Gram Panchayat quota, notices have been issued to then Additional CEO Parameshwar Raut, Section Officer Anil Jagtap, Junior Administrative Officer Shivanand Mage, and Senior Assistant Shetsandhi, asking why a departmental inquiry should not be initiated against them. It is expected that a few more employees from that period may be included in the inquiry. CEO Kuldeep Jangam has confirmed that a committee will be appointed to conduct the inquiry.
Case Against Raut Referred to Government
Parameshwar Raut, against whom disciplinary action has been proposed, is currently appointed as the Additional CEO of Satara, though he has not yet assumed office. Since he holds the position of Additional CEO, the question of who will conduct the inquiry is being referred to the government for guidance. A report has been submitted to the Principal Secretary of the Rural Development Department, providing a clear assessment of irregularities in the June 2021 recruitment. It is now confirmed that an inquiry into Raut will be conducted at the government level.
What About Swami’s Report?
Two IAS officers had submitted reports highlighting irregularities in the June 2021 recruitment. However, then CEO Dilip Swami had reported that the recruitment process was conducted in accordance with rules. There is now speculation among employees as to whether he too may be subject to inquiry for submitting a false report.
“I personally reviewed the recruitment file from 2021. It clearly shows that 86 posts were filled in excess under the Gram Panchayat quota. A report has been submitted to the government, and disciplinary action has been proposed against the concerned individuals. We are now awaiting further orders from the government.” — Kuldeep Jangam, Chief Executive Officer.
