Pune: Demand for Circuit Bench in Pune The Pune Bar Association (PBA) has given an ultimatum to the Chief Justice of the Bombay High Court and the Governor of Maharashtra, demanding the establishment of a circuit bench in Pune. If the demand is not met, the PBA has threatened to shut down all judicial work in Pune district courts starting August 1.
Historical Background
The demand for a Pune bench dates back to 1978, when the Maharashtra Legislature passed a resolution to set up benches in Pune and Aurangabad. However, only Aurangabad got a bench in 1981. Since then, lawyers and litigants in Pune have been advocating for a circuit bench in the city.
Current Situation
Nearly 70% of the Bombay High Court's workload comes from western Maharashtra, making Pune a logical choice for a circuit bench. The city's advocates argue that a bench in Pune would not only speed up justice but also reduce the financial and logistical burdens on litigants.
Support and Opposition
While there's a rising demand for a bench in Kolhapur, Pune's advocates argue that their city's case is more compelling based on the volume of pending cases. "We're not against Kolhapur, but the data speaks for itself. Pune isn’t asking for a favour—it’s demanding what’s rightfully overdue," said Rajendra Umap, former Chairman, Bar Council of Maharashtra and Goa.
